Sinai 1 Agreement
Despite other provisions of these proposals, the United States can only withdraw its personnel if it believes that its safety is at risk or that it is no longer necessary to continue its role. In the latter case, the parties to the basic agreement are informed in advance to allow them to enter into alternative agreements. If both parties to the basic agreement ask the United States to conclude its role in this proposal, the United States will consider these requests to be consistent. The agreement states that conflicts between countries „must not be resolved by military force, but by peaceful means.“  It also called for „a further withdrawal in Sinai and a new UN buffer zone.“  The agreement thus strengthened Israel`s and Egypt`s commitment to comply with UN Resolution 338 and strengthened diplomatic relations between Egypt, Israel and the United States.  B. At each growth item described in paragraph 1B above, U.S. personnel will immediately notify the parties to the Basic Agreement and UNEF of any movement of armed forces, with the exception of UNEF, in the passport and all preparations observed for such a move. The detailed implementation and timing of troop deployment, oil field handling and other agreements required by the agreement, annex and protocol are determined by the working group that will agree on the steps of this process, including the gradual transfer of Egyptian troops to Line E and Israeli troops to Line J. The first phase will be the transfer of oil deposits and facilities to Egypt. This process will begin within two weeks of signing the protocol with the necessary technicians in place and will be completed no later than eight weeks after its launch.
Details of the phasing-out will be developed within the military task force. (1) This agreement is seen by the parties as an important step towards a just and lasting peace. This is not a definitive peace agreement. The agreement is to be signed by the Chiefs of Staff of Israel and Egypt at 1200 local time on Friday, January 18 at kilometer 101, on the Cairo-Suez road.
